RASTER BASED: images are created with colored pixels

-ArtRage: $25 A very good program for making more fine art style pieces.
-ArtWeaver: FREE
-Corel Painter: $419
-Gimp: FREE Cant afford photoshop? This is the next best thing for image editing.
-Paint.net: FREE
-Photoshop: $699 A well known image manipulating program which is great for digital painters as well.

VECTOR BASED: images are crisp and clean, no matter how far you zoom in.

-Flash: $699 essential for any flash animators/scripters, but is also a good software for drawing.
-Illustrator: $599 good program for any graphic designers who want to make vectorized work.
-SUMO Paint: FREE A browser based fairly powerful drawing and editing program.
-Liveswif: FREE Can't afford flash? here's your solution.

OTHER

-Blender: FREE 3D graphic application
-GraphicsGale: FREE Pixel art program
-iScribble: FREE a drawing/chat application which you have to create an account for in order to draw on your own, or collaborate with other artists. More complex than MS Paint, but still pretty simple.
-isketch: FREE a drawing/chat application based on pictionairy.
-MS Paint: FREE Very simple application that comes with all Windows Operating Systems
Apophysis: FREE A 3-D fractal program that can also be used for animating dynamic fractals.

Maybe you could post maya as an alternative to blender.
It's basically the same thing but I could be wrong.

the only reason I put blender was because it's free. If I put Maya, then I'll have to make a 3D section, but I think this is way too complex for people who don't even know about the well known programs or can't afford them.

Maya, 3D studiomax, autocad...they're not focused on drawing

It's extremely lightweight; Not as many options and filters as P-shop, but that might keep you from being distracted.
and it's relatively cheap. ($100?)

I don't know too much about paint tool SAI

But the computer crashed, and I had to buy a new one.
And now the license code of my wacom, to install artrage, isn't lethal anymore.
