-Paint.net: FREE
-Paint Tool SAI: $67.10 31 day free trial, vector lineart capabilities
-Photoshop: $699 A well known image manipulating program which is great for digital painters as well.
-Sketchbook Pro:$59 to purchase. Free 15-Day Trial available (non-consecutive, which is a plus!)
-SUMO Paint: FREE A browser based fairly powerful drawing and editing program.
VECTOR BASED: images are crisp and clean, no matter how far you zoom in.
-Flash: $699 essential for any flash animators/scripters, but is also a good software for drawing.
-Illustrator: $599 good program for any graphic designers who want to make vectorized work.
-Liveswif: FREE Can't afford flash? here's your solution.
OTHER
-Alchemy: FREE Good program for the initial scetching phase; Not intended for creating finished artwork.
-Blender: FREE 3D graphic application
-GraphicsGale: FREE Pixel art program
-iScribble: FREE a drawing/chat application which you have to create an account for in order to draw on your own, or collaborate with other artists. More complex than MS Paint, but still pretty simple.
-isketch: FREE a drawing/chat application based on pictionary.
- Krita FREE Suite of free programs, including raster and vector functions. Originally for Macs, Windows download here.
-MS Paint: FREE Very simple application that comes with all Windows Operating Systems
Apophysis: FREE A 3-D fractal program that can also be used for animating dynamic fractals.

I use Fireworks. Basically photoshop but easier to figure out if you don't really know the program.

Add Pixelmator, best graphics app in it's price range. Easily bests Photoshop too.

Isn't Paint.net extremely basic. I've use Photoshop for some of the classes that I'm in at school, and wanted to do some at home. I used Paint.net and in my opinion, at least for the version I have, it's much harder to use Paint.net than it is to use Photoshop.

aviary.com has a free vector editor, no dowloads or anything. They're image editor is lacking though

I had artrage 2 installed on my previous computer.
But the computer crashed, and I had to buy a new one.
And now the license code of my wacom, to install artrage, isn't lethal anymore.
What do I do? :(
That`s too bad. I suggest choosing one of the free alternatives.

Gimp: Open-Source Photo Editor. Almost as powerful as Photoshop
(I've seen better results with Gimp)

I think there's something wrong with LiveSwif. I downloaded, installed but every time I run it I get the same error or it just closes after about 2-10 seconds.

It's extremely lightweight; Not as many options and filters as P-shop, but that might keep you from being distracted.
and it's relatively cheap. ($100?)
I don't know too much about paint tool SAI

Maybe you could post maya as an alternative to blender.
It's basically the same thing but I could be wrong.
the only reason I put blender was because it's free. If I put Maya, then I'll have to make a 3D section, but I think this is way too complex for people who don't even know about the well known programs or can't afford them.
Maya, 3D studiomax, autocad...they're not focused on drawing

Particle Illusion is great to mess around with. Rather pricey, though.
Sounds like an interesting program, but I'm looking for more cheaper ones, because that's what people usually have problems with.

I'd say any program that lets you draw and be creative is an art program. and 2.6? Isn't it in the link?
